In 2004 Dr. Fishbein took his charges of widespread waste, fraud and abuse at the NIH Division of AIDS to twelve government offices and agencies. Each failed in its mandate to investigate the alleged wrongdoing and protect the rights of whistleblowers. Several of the offices denied they had jurisdiction over the case. Others simply dismissed the charges as inconsequential or unsubstantiated even as Dr. Fishbein directed them to a mountain of documentary evidence and individuals able to corroborate and expand upon his charges.

The NIH refused to confirm or deny that it was conducting an investigation into Dr. Fishbein’s allegations. To date there is no evidence that the NIH has held the offending parties accountable. Nonetheless, it has refused to investigate the circumstances surrounding Dr. Fishbein’s dismissal or provided him with due process.

The documents in this section chronicle the shameful manner in which Federal officials, sworn to uphold the law and protect the interests of both the taxpayer and the honest government employee, have become the guardians of the status quo and the agents of cover-up. When presented with the opportunity to uphold the highest values of public service, individuals in the following Executive Branch offices turned their backs on the truth and betrayed both the trust and hope placed in them by the American People.
